Can a delegate use credits from the main account?

Within Pronotif, a delegate can be considered as a member when you wish to add a new user: 

As the administrator of your organization's account, when you add a new user to your organization, that user will be able to use the electronic notification credits available on the organization's account. 

In addition, within the same organization, all users share the sum of available credits between them.
