On Pronotif, a delegate has to recreate all saved letters, as well as re-enter all tenants and buildings?

When you're a delegate, you'll usually be considered a "member" of Pronotif. 

In this case, you will have access to all templates created by the Pronotif account administrator. 

For property and tenant lists, these are shared between the various users of the organization.
